        Luo Wenxiao, male, Han nationality, was born in February, 1948 and in Fu-Jin County, Heilongjiang Province. He began work in May, 1968, and graduated in Party and Government Cadres Special Course of Heilongjiang Provincial Communist Party School. He joined the Communist Party of China in August, 1970.

        Now his position is Director of the Standing Committee of Qiqihar Municipal People's Congress, and Secretary of the Party Leadership Group.
