Liu Gang, male, ethnic Hui, born in April 1957 in Benxi City , Liaoning Province, native of Dongfeng County , Jilin Province. Joined the Communist Party of China (CPC) in October 1981 and began working in March 1976. Graduated from the Department of Chinese Language and Literature (the current School of Literature and Journalism) of Central University for Nationalities, majoring in Chinese Language and Literature, with the professional title of Lecturer. Bachelor of Arts (BA).

Vice secretary of the 11 th CPC Qiqihar Municipal Committee, mayor of the Municipal Government and secretary of the Party Leadership Group.
